WHAT are these for, WHY do we need these, HOW are they used?

A "File Cabinet" is where UNCLE SAM & The Statue of Liberty have their Clerks keep important papers related to the defense of our Country. Manila colored "file folders" are arranged in the Filing Cabinet, in Alphabetical order, items beginning with "A" in the front, and items beginning with "Z" in the rear. Alternatively, items may be arranged in numerical order, the lowest numbers, such as "1" in the front, and higher numbers arranged behind that, with the highest number in the very back. This might be useful in arranging "Maps" or "Photographs" that your GI JOEs have made or taken with their cameras. Another system, is to arrange items by "Date", the oldest items in the front, and the newer items in the rear, by date sequence; Example, a File dated  25 DECEMBER 1960, would be in front of 25 JUNE 2006.

File Cabinets are also used to contain "blank forms", arranged in the File Cabinet (in alphabetical order), so that a Clerk can reach in the drawer, pull out the correct blank form, put it in the typewriter, and fill in the appropriate information, to produce needed paperwork. For an explanation of examples of  what a "Blank Form" is, CLICK HERE. A blank form has most of the information needed for a specific purpose filled out, and the Soldier (or Business Person) just has to fill in the appropriate personal data to complete the form. Once the Blank Form is completed, it is no longer a "Blank Form", it is now a legal "Document", and is then filed in the appropriate File Drawer and File Folder, such as a "Personnel File" related to one of your Soldiers or Employees or a Product you make (like the "Webpage" you are currently reading, which is a legal "Document" because it is NOT an illegal "Document").

File Cabinets are also used to keep "Medical Files", such as an individual  "Medical Record" (a "Patient Chart" for the Soldier's medical care records, including "X-Rays" taken, EKGs performed on them, results of Medical Lab tests performed for them, reports of Surgeries done for them, etc.), or a "Dental Record" (a dental patient's chart of their dental treatment received, including all "Dental X-Rays" of their mouth and teeth). An individual Soldier's "Finance Record" (of their earned "paychecks") is also kept in a File Cabinet. A "Personnel File" (mentioned above) is created to keep all records of a Soldier's service, from the very first day, until they are "discharged" or until they "retire" after 20 or more years of good service (good work) protecting the Kids and Families of the United States of America, and protecting and defending the land and property that belongs to all Americans. A Soldiers' Medical File, Dental File, and Finance File, are keep separately from their Personnel File, but whenever that Soldier is transferred, all of these Records (Personnel File, Medical File, Dental File, Finance File) are transmitted by the Government directly to the "Chief Personnel Officer" at the next FORT that the Soldier will be moving to, to be further "trained" (going to a school) or to be assigned to work in their job that they have already been trained to do; such as to work as a Chef, or a Construction Worker, or a Mechanic, or a Medic. The Soldier's Files will probably arrive even before the Soldier gets to their next Fort, and be waiting for them to process in at their new Fort, and then begin their School or Work assignments.

Additionally, File Cabinets are used to keep important information related to specific areas of the World (including our own Country), and about specific "Military Operations" ("missions" that have been performed, are being performed currently, or that are planned to be performed in the future at some date). These types of Files might include "Maps" and Photographs, and "Aerial Photographs" (pictures taken from planes and from Satellites), lists of needed "Personnel" (People), needed Equipment, needed Vehicles (planes, helicopters, tanks, trucks, hummvees, ships, etc.), and needed "Supplies" (Water, Food, Ammunition, Medicines, etc.), to help the Soldiers understand what has been done, what is being done, and what still needs to be done.

Files about your Soldiers (or your Employees of your Business) will contain "private information" about that person, such as their full name, social security number, date of birth, address, telephone number, "paintjob" of their skin, where they have served, what they have done while in service, information about their wife, husband, kids, parents, brothers, sisters, etc., health data, and other information that the Soldier must give to us, so they can serve (and be served....their pay, their medicine, their food, their promotions, etc.). Be aware that at every point, the Soldier (or Employee) can NOT serve your needs (to secure your people and land and security and work projects), IF you, as a LEADER, fail to effectively SECURE your Soldier's (or Employees') personal information. Accidental loss or "disclosure" (giving out of) of the Soldier's (or Employees') PERSONAL INFORMATION, can cause them to be injured or killed, can cause them to be embarrassed, harassed, their personal property stolen, their earned money stolen, their "good reputation" ruined, their wife, husband, child, or parent, to be attacked, injured or killed, or can cause their career to be ruined....then the American Kids have one less protector and defender. It is crucial that this information be protected, and that people who can not, and will not, effectively keep this information secretive, NOT be allowed to access these records. Further, this personal information is obtained from the Soldier (and other sources) and maintained by the Government, solely for the performance of its lawful mission. Clerks, Medical care persons, Dental care persons, Finance clerks, Supply clerks, Personnel clerks, other Soldiers, Non-Commissioned Officers, Warrant Officers, and Commissioned Officers, may NOT use this personal information about their Soldiers for any of their own personal uses (to hurt them in any way, to make money from selling that personal information, or "giving it away" to anyone (or any business company or Country) for an unauthorized, or unlawful purpose. IF you can maintain a list of your Soldier Friends, and can effectively protect that information, for the purpose of inviting them to dinners or sports activities, or to send them a Birthday Card or Christmas Card, then these are examples of permissible uses. If you operate a private business of your own, and you tell you Friend about it, that does NOT violate confidentiality of their information; however, IF they have no desire to buy your items (products or services) or participate in any activities you ask (parties, sports, "sex", etc.), you may NOT "pressure" them (try to force them), pester them (repeatedly bother them), threaten them, hurt their careers in any way, or steal their stuff, or their money, or help anyone else to do so. To do so, is a serious violation of law; you may have to pay them "damages" in money, or do time in jail, or both, IF you break this law. The KEY, is to be acting "in good faith" in your collection and use of "personal information", because that is THEIR "private stuff", and you may not break the TRUST given by brothers and sisters that serve with you. You may NOT disclose (reveal) this private information to anyone (or any business company, or Country), that does NOT have a legal "need to know" for this information, and without you having a lawful duty to disclose this information (IF you do not have such a legal "duty" to be discloser of "personal information" but it appears that the requestor of infomation may have a lawful and urgent "need to know", refer them to the Fort's "Chief Personnel Officer" to make the determination, and if appropriate, to reveal such information. This includes any and all requests by civilian law enforcement agencies and persons (and people "appearing" to be police officers and agents). The Fort's "Chief Personnel Officer" will have a pre-existing working relationship with the true agencies, and will know what can be revealed, and how to reveal it, and who to reveal it to. The possibility always exists that the person speaking to you is actually (unknown to you) an ENEMY, that is acting like an actual police officer or agent, and is trying to get information to hurt your Friends and Fellow Soldiers. Always be alert to this possibility. When someone asks you for "personal information" about other Soldiers, EVEN IF YOU KNOW THEY HAVE A LAWFUL PURPOSE FOR DOING SO, be certain to ALWAYS make a good written record of the full name of the person(s), the business company, etc., the telephone number, address, the date and time, and make a good note of the description of the person(s), and accurately describe (if possible) "photocopy" any "official" badges and identifications they presented to you, when stating they had lawful need for this information. A person who has valid (true) lawful "need to know" will NOT refuse for you to record their information. If someone (instead of cooperating calmly), begins to curse at you (call you bad names), to bully you around, to scream at you, to appear "very nervous", then you quietly contact the "Military Police, Physical Security" Division and tell them you have a "911" emergency at your location. Attempt to delay the person there, IF you can do so safely. IF they leave abruptly, record a description (type of car, color of paintjob, etc.)  of their car and their license plate number, and call this information to the Fort's "Military Police" as a "911 " emergency. IF the person cooperates with providing the information you requested about them, then tell them that you will notify your Unit's "Commanding Officer" regarding their need for information, and do provide that information to your Commander promptly. IF the information seeker tells you it is an EMERGENCY need or URGENT need for the personal information they have requested, ask them to wait, and: IF during normal working hours, Call your "Commanding Officer" to make decision, OR, IF after normal duty hours or on weekends, call the Fort's "Staff Duty Officer" to assist you and them, and to make the decision of what can and will be disclosed to them

Files in your "File Cabinet" might be "classified information", bearing security classifications, such as "FOUO" (For Official Use Only), "Confidental", "SECRET", "TOP SECRET", etc., and you might use the 4 drawers of your File Cabinet so that FOUO is in the bottom drawer, and TOP SECRET is in the top drawer. Each drawer will be MARKED according to its "security classification" of the documents inside, and will NOT be placed in an incorrect drawer; for example, TOP SECRET files would never be misfiled in your FOUO drawer. Your File Cabinets containing any "classified information" that is higher than FOUO must be kept in offices in a secure "24 hour GUARDED" building, that has ALARMS on it. All Soldiers that have completed their "Basic Combat Training" and "Advanced Individual Training", and who have been retained as Soldiers, have an "FOUO" "Security Clearance". IF your Soldier's job has a "need to know" for information with a "security classification" of "Confidential", "SECRET", or "TOP SECRET", "Restricted Data", or "CRYPTO", that Soldier will have to apply for those "Security Clearances" through application made to your unit's "Commanding Officer" and then to the Fort's "Chief Personnel Officer". They will process the "Blank Forms" needed, and "The Federal Bureau of Investigation" will perform the necessary checks of that Soldier's "Background", such as their stability, general trustworthiness, ability to be loyal, and patriotism. It will take awhile for the paperwork to be returned approved, or disapproved. Or, an example, they may have applied for a "TOP SECRET" security clearance, but the returned documents only authorize access to up to "SECRET" documents. It may be that they have done nothing wrong, maybe they just haven't been a GI JOE long enough, and may be approved at some later time, for higher level security clearance, IF needed by their job, and upon demonstration of exceptional service and loyalty. IF your unit maintains "classified information" higher than FOUO, then you must have at least one GI JOE designated as "Custodian of Classified Documents". This GI JOE (or GI JANE) must be a person who has exceptional loyalty and common sense. The "Custodian of Classified Documents" is responsible for the overall security of ALL classified documents maintained and received or transmitted within your unit. Further they are responsible to control the access to (ability to read, study, work with, memorize, or even know of) ANY "classified documents" (maps, photographs, reports, mission operation orders, etc.) by ANY GI JOE (or GI JANE) assigned to your unit. No GI JOE or GI JANE may have access to any documents higher than "FOUO" until their "security clearance" has been both officially established AND "validated" with your local unit. They may have a "security clearance" from another Fort, but that is NOT sufficient, it must also be "validated" at YOUR Fort, for them to access "classified documents" through your Facility. No GI JOE or GI JANE may access "classified documents" that have a "security classification" higher than the level of that Soldier's "security clearance". Example, a GI JOE with a "Confidential Security Clearance" may NOT access "SECRET" documents. A Soldier with a "SECRET" security clearance may NOT access "TOP SECRET" documents. Further, a Soldier may NOT be given access to "classified documents" containing information, for which they have NO "need to know". What does this mean? A Soldier may have a "TOP SECRET" "security clearance", but might not be assigned to a specific job or mission for which that document, map, photograph, or mission orders pertains to; thus, that Soldier has no "need to know" that information. A "TOP SECRET" security clearance does NOT grant a Soldier or Citizen, a right to access ALL "TOP SECRET" information. If, for example, your GI JOE "John Rambo" was captured and tortured, and screams some "classified information", he (or she) can NOT lose ALL "SECRET" or "TOP SECRET" information (because they do NOT even know it all). This policy protects both your Soldier, and the security of our Country of 300,000,000 Peoples, and their futures and safety.

That the "Custodian of Classified Documents" has a "TOP SECRET" security clearance, and is the "Custodian of Classified Documents", does NOT grant them an "access" PRIVILEGE to read, copy, photograph, take, draw, write down, or know the contents of, a specific "classified document", even IF the document's "security classification" is only "Confidential", or "SECRET". The "Custodian of Classified Documents" is merely a LIBRARIAN guarding FILES, and MUST have an appropriate "security clearance" and "NEED TO KNOW" to be able to "access" a specific document themselves....just like anyone else.

A "Custodian of Classified Documents" may NOT be file librarian of any "classified documents" with a higher "security classification" than the validated "security clearance" possessed by the "Custodian of Classified Documents". IF your unit has "TOP SECRET" files, then your "Custodian of Classified Documents" MUST be someone with a "security clearance" of "TOP SECRET" (or HIGHER).

Authority to "access" a specific "classified document" does NOT automatically authorize your Soldier to Photocopy or Photograph or write or draw a COPY of that document. They must be specifically authorized to do these things for EACH document. They might, for example, be allowed to read and photocopy one specific document, but only allowed to read the other documents. Your unit's "Custodian of Classified Documents" is responsible to control this access. Additionally, a Soldier MIGHT be authorized to pick up a sealed packet of "classified documents" from the "Custodian of Classified Documents" to read a document, and then take it with them, but they must be specifically authorized to do so. The "Custodian of Classified Documents" will have to read the mission "ORDERS" that the GI JOE shows to them, and COMPARE that to the orders attached with the packet of documents to be delivered to that GI JOE. They MUST match exactly, and those ORDERS will say whether that GI JOE may take that packet of documents with them, or if they may take ANY of the documents with them, and which specific documents it is that they make take with them.

A "civilian" Barbie or Ken (or a Power Team, or Lanard, or Forces of Valor, or Dragon, or BBI Elite Force, or Presidents.com, or Drastic Plastic,  or Gloria, or Bayonets and Barbwire, or Hot Toys, or Ignite, or America's Finest, or 21st Century Toys, etc., may also be granted a "security clearance", IF they are assigned to duties protecting and defending and loving America's KIDS, or the KIDS of our Allied Nations (Countries Friendly to US).

Note the Drawer "pull handles" on the Filing Cabinet. IF your Filing Cabinet is a "Classified Documents" Filing Cabinet, and you have marked each of your Drawers properly as "FOUO", "Confidential", "SECRET", "TOP SECRET" (Sticker Labels come with each of your Filing Cabinets for doing so), then be aware that ANYTIME your "classified documents" Filing Cabinet is UNLOCKED, you MUST place one of the "OPEN" markers in the pull handle of your TOP DRAWER, so that it is readable by all Soldiers in the Office where your Files are kept. ("OPEN Markers" are included with each of your "Filing Cabinets"). When your Filing Cabinet is securely LOCKED, your GI JOE simply removes the OPEN Marker, and places it on top of your Filing Cabinet.

FINALLY, "security clearance" of ANY level, and "need to know" are "PRIVILEGES" NOT "RIGHTS". Privileges may be revoked at any time. They are granted by "MERIT"...that is two words: ME  RIT....how can anyone have MERIT, IF they are NOT "right"? One must know the difference between GOOD and EVIL...and one must follow a path of BRILLIANCE and GOOD to MERIT "access".

"PRO DEO ET PATRIA" means for GOD and for my COUNTRY (of 300,000,000 Peoples). You might find yourself working against some of your Country's Peoples' BAD interests, but do NOT be working against their GOOD interests.

Very good jobs, very good paying jobs, are available for GI JOEs (and GI JANEs) who have earned a high level "security clearance", and been able to maintain it longterm, by dedicated honorable service.
